The Sarda originates from the Greater Himalayas at Kalapaani (there is a long lingering dispute over territory with Nepal) at an altitude of 3600 m, in the Pithoragarh District of Uttarakhand, India, joins with the Gori Ganga at Jauljibi, which in turn joins the Saryu River at Pancheshwar. Uttarakhand demands ''green bonus''

New Delhi, Jan 19 (PTI) Uttarakhand today demanded a ''green bonus'' for its "contribution" in preserving the country''s ecology.

Addressing a meeting of state Finance Ministers chaired by Union Minister Pranab Mukherjee here, Uttarkahand Chief Minister Ramesh Pokhriyal Nishank said several developmental works in the state are hindered due to the Forest Act which prohibits cutting down of trees.

Since 65 per cent of the state''s area is covered by forests, little space is available for development work, Nishank said at the meeting.

The Chief Minister demanded a ''green bonus'' from the Centre for Uttarakhand''s role in preserving the country''s ecology, a statement from Uttarkhand government said.

Advocating a special economic package on the lines of Northeastern states, ''Nishank'' demanded that the package provided earlier to Uttarakhand be extended till 2017.

The Centre did not extend the Industrial Promotion Package for Himachal Pradesh and Uttarakhand that provided excise and other duty concessions for new projects beyond March 31, 2010 despite intense lobbying by Chief Ministers of both the states.

Garur

Garur is a town in the Bageshwar district of the state of Uttarakhand, India.

From Kausani, the road descends to Garur and Baijnath. The small town of Baijnath on the banks of the Gomti River has distinctively carved 12th- and 13th-century Katyuri temples. They are now mostly ruined, but its houses have intricately carved wooden doors and windows . The main 10th-century temple houses a beautiful image of Parvati. Siva and Parvati are believed to have married at the confluence of the Gomti and Garur Ganga. The Katyur Dynasty, which ruled the valley for 500 years, took their name from Siva and Parvati’s mythical son, Karttikeya. Garur has plenty of buses and taxis northwards. Just north of Garur a road runs northwest to Gwaldam.

Nearby places include Kausani, Baijnath, Gwaldam and Bageshwar.

After Kausani, Garur is midway between Gwaldam and Bageshwar and is a major bus station for KMVN buses and is close to 490 kilometres away from Delhi on route to Delhi-Gajraula-Muradabad-Bhawali-Khairna-Almora-Someshwar-Kausani-Garur-Baijnath - Gwaldam.

Snow, Skiing Attracts Tourists to Auli, India

Tourists are heading to India's northern Uttarakhand state to enjoy the snow-capped mountains as well as the world-class skiing facilities of Auli City.

Auli is growing as a major tourist spot due to initiatives taken by the state government in making the city a winter sports hub.

Auli hosted the South Asian Winter Games recently that ended on Sunday. Skiers were highly impressed by the infrastructure and ski slopes.

Govt gives extra time to 20 SEZ developers to execute projects

NEW DELHI: The government has given more time to 20 SEZ developers, including Tata Consultancy Services and Mahindra World City, to execute their projects.

At a meeting on January 14, the Board of Approval (BoA) headed by Commerce Secretary Rahul Khullar also allowed four SEZ developers to surrender their projects. The BoA is a 19-member inter-ministerial body that deals with Special Economic Zones (SEZs) and related issues.

However, the developers surrendering their projects have to obtain a certificate from the respective Development Commissioners that "they have refunded all the tax/duty benefits availed under SEZ Act/Rules," a senior Commerce Ministry official said.

SEZ developers, including Medicaps IT Park Pvt Ltd and State Industrial Development Corporation of Uttarakhand, had approached the BoA to surrender their projects. They have cited global economic uncertainty as the reason for quitting their export-focused projects.

"It will not be financially feasible to develop the SEZ due to ongoing uncertainties in the global economy," one developer that had requested the withdrawal of approval for its IT/ITeS SEZ in Maharashtra said in its application.

"... Due to the present market scenario, it does not seem possible to implement the project," Medicaps IT Park Pvt Ltd said in its request.

According to an industry expert, uncertainty over whether new SEZs will be eligible for tax exemptions, which are proposed to be confined to existing units in the latest draft of the Direct Taxes Code Bill, has dampened interest in the enclaves.

The developers that got more time to implement their projects include Genpact Infrastructure (Jaipur) and Tata Consultancy Services Ltd for their IT/ITeS zone in Rajasthan and Andhra Pradesh, respectively. Parsvnath SEZ Ltd also got one more year to develop its biotechnology SEZ for in Andhra Pradesh. With this, over 200 SEZ developers have got additional time to implement their projects.

The BoA also approved three new proposals, including one from Mahindra World City (Jaipur) Ltd, to set up SEZs. So far, 580 SEZs have been formally approved by the BoA, of which 114 are in operation. SEZs have emerged as major sources of attracting investment and increasing exports.

SEZs contributed 35 per cent to the country's exports revenue in 2009-10. Exports from these zones stood at Rs 1,39,841 crore in April-September, 2010-11, as against Rs 89,750 crore in the same period last fiscal. Shipments from SEZs increased from Rs 22,840 crore in 2005-06 to Rs 2,20,711 crore in 2009-10.

Encroachments around Badrinath temple to be removed: Nishank

Dehradun, Jan 18 (PTI) The Uttarakhand government plansto launch a drive to remove encroachments from near the worldfamous shrine of Badrinath after consulting with local people.

Chief Minister Ramesh Pokhariyal Nishank today said thegovernment has set up a committee under the chairmanship ofstate Planning Commission Deputy Chairman Manoharkant Dhyanito evolve a consensus on the issue.


Nishank said the unauthorised structures around theBadrinath temple, nestled in Garhwal Himalayas, have "defaced"the beauty of the shrine and it was government''s priority toremove these encroachments, according to an official release.

The chief minister was speaking after laying foundationstone for a guest house of Badrinath-Kedarnath templecommittee at Kargi here.

Uttarakhand to focus on green power

Unable to make a headway in the hydropower sector, owing to the rising religious and environmental concerns, Uttarakhand has now decided to focus on green power through micro hydel projects.

In a decision, the government today made Uttarakhand Renewable Energy Development Agency as the nodal agency for the development of these projects of 100 Kw in the state. According to Chief Secretary Subhash Kumar, the decision was taken at a meeting of the state cabinet, presided over by Chief Minister Ramesh Pokhriyal Nishank.

The decision came after the Central government extended a heavy subsidy for the development of micro hydel projects in the Himalayan region under the renewable energy mission. According to an estimate, Uttarakhand is lagging in the hydropower sector as compared to Himachal Pradesh. Even in micro hydel projects, the state has not been able to take benefits of the subsidy from the Centre in the past two years.

Kumar said a subsidy of Rs80 per kilowatt was available for such projects. In case of border areas, the subsidy was Rs1 lakh per kilovolt, he added. Kumar said the government had received 80 applications for the development of these hydel projects and reaffirmed the committment to give preference to local people, societies and non-governmental organisations.

Kumar also said the rates for energy through micro hydel projects have been fixed at Rs3.25 per unit by the Uttarakhand Electricity Regulatory Commission. The decision came just a year after the state decided to keep itself away from the development of big hydel projects in the wake of growing environmental concerns.
