New Chief Secretary for Uttarakhand

Uttarakhand government today appointed a senior IAS officer Subhash Kumar as the new Chief Secretary of the state. A 1977 IAS batch officer Kumar, who was the Additional Chief Secretary has been given the charge replacing N S Napalchyal, officials said. A decision to this effect was taken by the state Chief Minister Ramesh Pokhariyal Nishank late last night, they said. N S Napalchyal, who took voluntary retirement one-and-a-half month before the expiry of his extended tenure on Oct 31 this year, has now been nominated as first principal Advisor to the State Planning Commission. He is also being tipped as the next Chief Information Commissioner (CIC) of the state. Last month, Ajay Joshi of the 1977 batch was transferred to Nainital as the Director General of the Administrative Training Institute (ATI) Joshi. Joshi, who was expected to be the next Chief secretary, has now challenged his transfer in the Comptroller and Administrative Tribunal (CAT), the hearing for which is now on September 27. Meanwhile, in another administrative reshuffle, S K Mattoo, who was serving as Additional Chief Secretary has been shifted New Delhi as Chief Resident Commissioner. Principal Secretary Finance Alok Kumar Jain has also been given the additional charge of infrastructure development commissioner. Principal Secretary Home Rajiv Gupta would also hold additional charge of Forest and Rural Development Commissioner (FRDC).
